Historically, disaster recovery involved colocating duplicate equipment elsewhere, turning this kit on when a disaster occurred, restoring data from backups and switching over the live service. Without regular testing this method is flawed as often problems with kit would only be found out when it was needed most, or backup policies found to be outdated. Even in a "successful" switchover data loss was incurred.
